I have a 1978 mercury monarch has problems with acceleration to climb hills. What could be?

I have a 1978 mercury monarch who has a six consecutive games under the hood. I live in the Seattle area so there are a lot of hills. The car pretty well when the ground level, but when climbing a hill my car struggles in the middle of the hill struggling to accelerate. It is a matter exhaust leek, an engine problem or a fuel mixture problem? I changed hydrates carbon, two weeks ago and put in new spark plugs. No strike or engine noise from under the hood.
